The Canada Council for the Arts distributes annual payments to Canadian authors through the Public Lending Right (PLR) Program as compensation for the free public access to their books in Canadian public libraries.

The PLR Commission provides guidance to the PLR program.

The PLR Registration period is open.

Registration period: 15 February to 1 May 2014 (postmark as proof)

If the deadline date falls on a weekend or statutory holiday, the deadline moves to the next business day. Your completed application and all support material must be postmarked on or before the deadline date.

Registrations by e-mail are not accepted. You must fill out a registration form and mail it to the Public Lending Right Program along with the required support material.

Registrations received outside of the registration period will NOT be accepted and will be returned to the sender.

Registered Authors___________________________
The annual PLR results and cheques are mailed to registered authors on February 18th. The PLR Program does not offer direct deposit service. If you have registered with the PLR Program, you should receive your PLR package by the end of February. It contains the following:

  • a Title Earning Summary listing your registered titles;
  • a PLR cheque if your book was eligible and found in one or more of the public library catalogues selected;
  • a personalized File Update form, which we ask you to use to submit new titles or to notify us of any change of address;
  • a T4A tax slip if you received a payment of $500 or more in 2013.

An author may appeal a decision on eligibility by writing to the PLRC before May 1st, 2014. To do so, one must submit an example of the work and a letter explaining how it meets the program's eligibility criteria. The work will be returned after the appeal is reviewed.

The PLR Program communicates with authors once a year - every February. If you register this year, the next time you will hear from us will be in February 2015.

Pre-registration of ebooks_____________________
The PLR program is asking interested authors to submit title information linked to their ebook publications. This is a pre-registration process, and ebook information will be accepted from February 15-May 1 2014.

This information will be used in the coming months to perform research into the current availability and use of ebooks in public library collections. Registrants are asked to indicate whether the ebook has been previously registered in its printed form, and provide the printed version’s PLR Title ID number. In addition, new electronic titles can be pre-registered to assist with our research. Please continue to use the other forms for adding information about printed books to your PLR file, or to register printed books as a first-time program participant.
